With the implementation of the Affordable Care Act, Health Insuranceis required for most individuals. The greatest point of confusion for many people revolves around the function of the federally facilitated Georgia Health Insurance Marketplace (Healthcare.Gov). In short, the Georgia Marketplace is the vehicle that determines whether or not you are eligible to receive assistance with health insurance premiums in the form of a monthly subsidy or more correctly termed, “Advance Tax Credit”. This ATC is determined by your household size (taxable units) and household Gross Income as compared to the Federal Poverty Level. The 2015 FPL table is below:
For example, if you are a household of 3 and your expected income is between 100% and 400% of FPL ($19,790 and $79,160) you MAY qualify for premium assistance. If your expected income for this same family is between 100% and 250% of FPL ($19,790 and $49,475) you MAY also qualify for Additional Deductible and Coinsurance Assistance, depending on the policy you choose.
If you currently have or have access to Employer Sponsored coverage, Military / Veterans Benefits or Cobra Coverage, you are NOT eligible to purchase health insurance through the Georgia Marketplace (Healthcare.Gov) with premium assistance. You may still purchase a Marketplace plan; but you will be responsible for the full premium. There are some very specific exceptions to this rule but you will need the guidance of a professional to take advantage of the exceptions if your specific circumstance qualifies.
If you don’t qualify for enrollment with premium assistance, you can still purchase Health Insurance on the Open or Off Exchange Market. You may find, in some markets, more Doctors will accept the Off Exchange policies. Specific policy availability is based on where you live, not where you receive your healthcare. Not all policies are available both On and Off the Marketplace.
